Prior to issuance of a building permit, all grading and utility plans must be approved <br /> by the City Engineer. <br /> 9 Prior to issuance of a building permit, the applicant must provide the City with a letter <br /> holding the City, and all other parties harmless, in the event the under-building <br /> drainage system fails for any reason. This letter must be approved by the City <br /> Attorney. <br /> Prior to issuance of a building permit, the necessary permits must be obtained from <br /> the Rice Creek Watershed District and Mn/DOT. <br /> Prior to vacating Mounds Avenue, an Access Agreement must be entered into <br /> between the applicant and property owner at 2044 Old Highway 8 NW before the <br /> City will vacate Mounds Avenue. The agreement must state that both parties except <br /> 1 the existing road as is or come to an agreement on necessary improvements.
