Delegation Agreement Memo
August 10, 2007
Page 2

of Minnesota. The sanitarian position has been re-titled Code Enforcement Officer and will be
refocused on housing inspections, code enforcement and recycling.

Staff had hoped to transfer the packaged food, restaurant and pool responsibilities later this
summer once the new Code Enforcement Officer was on board. In the interim, these
responsibilities were carried out by a contract Sanitarian whose contract ran until the end of June.
This individual was unwilling to continue under contract beyond July Ist. At that point, staff
consulted with the Minnesota Department of health, Minnesota Department of Agriculture and
Ramsey County on how best to proceed. All of the agencies recommended that the city transfer
these responsibilities by cancelling the existing delegation agreements. A letter was
subsequently mailed out at the end of June. To close the loop formally, staff is requesting that
the City Council ratify the action by resolution.

Staff is in the process of working with Ramsey County to carryout the restaurant and pool
inspections. Ramsey County is requesting that the City transfer the pro-rated license fees for
2007 and will then re-issue new licenses at no additional cost. A joint letter between the City
and Ramsey County will be mailed out later this month. The packaged food functions will be
carried out by the Minnesota Department of Agriculture. We are continuing to finalize the
details of this hand off as well.

Grant Fe lid
Community Development Director
