June 25, 2007

Ann Walters
Minnesota Department of Agriculture
Dairy and Food Inspection Division
625 Robert Street North
St. Paul, MN 55155
Subject: Relegation Agreement between City of New Brighton and Minnesota
Department of Agriculture for Food Establishments and Vending Machines.

Dear Ms. Walters,

As you are probably aware, the City's former Sanitarian (Dave Fridgen) retired at the end
of March. Since that item the City has maintained a contract with Steve Roy to perform
the job duties. After careful analysis, the City has decided to revise the responsibilities of
the position and will eliminate food inspections. It is my understanding that Steve Roy
contacted your office last week and discussed our current situation. Steve was advised to
prepare a letter reflecting the City's decision.

The City of New Brighton is terminating the delegation agreement with the Minnesota
Department of Agriculture regarding its food establishments and vending machines, since
it no longer employs a registered City Sanitarian. Effective immediately the City will no
longer be conducting inspections for food establishments and vending machines. We are
requesting that Ramsey County take over these functions as soon as possible.

I apologize for the short notice period, but hope we can work out a smooth transition. In
the meantime, should you wish to discuss this matter further, please feel free to contact
me at 651-638-2057.

Sincerely,

Grant Fernelius
Community Development Director

Community Development
803 Old Hwy 8 NW * New Brighton, MN 55112 * 651-638-2100
