Page 5 - August 14, 2007 New Brighton Council Minutes <br />Parks and Recreation Sandy Breuer suggested Park Dedication Funds would be <br />Wa d to build the parks rather than plan the parks. Ms. Breuer explained <br />t the professional park planning service will assist in determining what <br />components will be included in the parks. <br />Councilmember Bauman questioned the timing of the project. Mr. Lotter reported <br />that a concept plan for a park will likely help with development. <br />Councilmember Bauman stated she was uncomfortable with the possibility of total <br />expenses exceeding $34,000. Councilmember Hoffman suggested limiting the <br />funds to the $34,000, and anything above that could come from the Park <br />Dedication Fund. Councilmember Burg requested more detail on the estimated <br />cost of $34,000. Director Breuer outlined the scope of service provided by the <br />preferred park planning team. Councilmember Bauman stated that it is her belief <br />that the money should come from the Park Dedication Fund. Mr. Lotter stated that <br />another idea would be if the council chose to use the $34,000 from the Park <br />Dedication funds; with the intent to expend it out to the Northwest Quadrant funds <br />when the money is collected form the sale of the land. Councilmember Hoffman <br />Director Breuer if there are sufficient funds in the Park and Recreation operating budge <br />Breuer stated there was not. Councilmember Burg stated it was a concern of hers <br />that we may not have adequate funds in the Park Dedication funds for trails, <br />resulting in a tax increase. Councilmember Doffing reported that all new developers <br />will be assessed Park Dedication Fees, resulting in a growth in the Park Dedication Fun <br />in the future. Mayor Larson suggested taking $34,000 out of existing Park Dedication <br />ds, and as money comes into the Park Dedication Punds from the Northwest <br />qWuadrant, it would go back into the Park Dedication fund. <br />Councilmember Doffing called the question. <br />Motion by Councilmember Hoffman, seconded by Councilmember Doffing to authorize <br />staff to enter into a professional services agreement with Bonestroo for Park Planning <br />Services for the Northwest Quadrant and the Northwest Quadrant Concept Master <br />Plan Park Design $34,000 estimated cost be funded from the Park Dedication Fees. <br />4 Ayes- 1 Nay, motion carried <br />Ayes: Mayor Larson, Councilmembers Doffing, Bauman and Hoffman <br />Nays: Councilmember Burg <br />Commission Liaison Reports, Announcements, and Updates <br />City Manager Dean Lotter <br />Mr. Lotter reported the I35W corridor meeting scheduled to be held at New Brighton City Hall <br />has been cancelled, due to a special meeting at Hennepin County Library at Ridgedale to <br />debrief interested parties of bridge reconstruction efforts. A Budget worksession is scheduled <br />for Tuesday, August 21 at 4:30 pm. New Brighton sent 20 first responders to the I35W <br />bridge collapse. Councilmember Bauman extended her thoughts and prayers to all those <br />involved in the tragedy. A 5 year old drowned at Long Lake beach. Gratitude was expressed <br />to the Public Safety department for their dedication; especially during these tragic events.
