Delaune suggested hosting the meeting at a local business and if that is not possible then <br />letting a business be highlighted at the meeting. Black replied the current meeting format does include a <br />presentation by a local business and likes the idea of hosting the meeting at a local business. <br />Discussion on Use of Commission Minutes <br />Harmon stated that at the July 24th Council meeting her name was mentioned several times regarding the <br />EDC minutes. A Council member asked for a clarification of a statement that she made, a clarification <br />was given, and Harmon was surprised when her name was linked with assumptions made by the Council <br />member. She added that she e-mailed all of the Council members requesting that comments about the <br />commission be made in more general terms; she has no issues if Council members have questions or <br />comments, but she has received only one response to her e-mail. <br />Benke asked if whether the Commission should consider modifying the minutes so that names are not <br />used. Nelson replied that he would not like to see the EDC limited and is concerned that minutes may be <br />used incorrectly. <br />Northwest Quadrant Report <br />Development and Development Proposals <br />Black reported that the Northwest Quadrant map has been updated to show the newest changes. He added <br />that the Parks and Recreation Department is planning for the new green space at the northern end of the <br />West side of the development. Currently it appears that it will be a passive area that will blend into Long <br />Lake Park. <br />Black announced that the Council approved the term sheet for the Transoma purchase of Block C. The <br />headquarters will be a two-floor building with offices and clean rooms. They also agreed to a five-year <br />option on Block D, where they may construct an additional building of up to 120,000 square feet. He <br />added that AN Group has closed on the purchase of the old bowling alley site and have started <br />construction. TOLD Development will be at the next Council work session to discuss their proposal for <br />the east side. Recently a hotel developer approached the City interested about developing an upscale <br />hotel in an area along 1-694. <br />Delaune suggested that the housing developers be brought into design of the northern green space on the <br />western side. He encouraged the City to bring the developer into the discussions since it will be a large <br />selling point to the development. Black replied that the developers are very interested in the discussions <br />regarding the green space. Fernelius added Parks and Recreation has interviewed consultants to help with <br />the process and they will pull in the developers to help with ideas and resources, since park development <br />is expensive. <br />Comprehensive Plan and AUAR <br />Delaune asked for a clarification of how a technical review will be handled for the update of the <br />Comprehensive Plan. Fernelius replied that a technical review will be an update of the data and will not <br />include a visioning process. He added that several options were provided to the Council and they decided <br />to do a technical review. Delaune noted that it was recommended at a prior meeting to interview <br />businesses and churches throughout the city to see what their vision is, and believes that these groups <br />should be included into the comprehensive plan.
