'Che proposed boat ramp Surface Use <br />and lake surface use ordinanc'L Ordinance <br />79-384 <br />The following people spoke with regard to the <br />ordinance: <br />Ms. Mary Gray, 1501 17th Street NW, spoke against making <br />a decision on a boat launch at this time. <br />Mrs. Mary Lynn Ditsch, 1840 15th Avenue NW, asked a question <br />with regard to boat access design and parking. <br />Mr. Pat Cobb, 1700 19A Street, made a lengthy presentation <br />taking exception to numerous portions of the proposed ordinance <br />particularly, the 100 ftiat limit and the time zoning. <br />Ken Johnson, Ellen Dahl, and George Carlson all representing <br />the Park Board answered questions regarding the intent of the <br />ordinance and development thereof. <br />Mr. Gerald Bensing, 1861 15th Avenue NW, made a presentation <br />-regarding lake levels over the past year. Mr. Bensin.g pointed <br />out that at a level of 866.5 feet that the lake during 1978 <br />would have been closed for28days and that at a level of 866 <br />feet the lake would have been closed 6 days during 1978. <br />Mr. Jim Lang, 1400 18th Street NW made a presentation relative <br />to 10 year lake levels and supplied documents which included <br />- pictures of lake property at-various high level-marks.- Mr. <br />Lang reported that over the 10 year period that the lake would <br />have remained open 93% of-the time had the 866.foot requirement <br />been present. <br />Mr. Richard Bergdahl, 1775 15th Avenue NW, spoke regarding <br />the effects of wakes on soil erosion. <br />Mr. Ron Moline, 1523 18th Avenue, spoke regarding the effects <br />of,wakes on soil erosion.
