9 <br />Motion by Werdouschegg, seconded by Blomquist to waive the reading <br />Motion by Janecek, seconded by Werdouschegg to Interim <br />waive the reading, hold the second reading, adopt Ordinance <br />and order publication of an ordinance entitled #453 <br />;',TERIM ORDINANCE F:E^ULATING THE USE OF CERTAIL; Rpt. #79-385 <br />PROPERTY WITHIN THE CITY OF NEW BRIGHTON. <br />5 ayes - 0 nes - carried <br />and hold a first reading of AN ORDINANCE AMENDING CHAPTER 15 OF <br />THE NEW BRIGHTON CITY CODE IN REGARD TO EQUIPMENT RENTAL LICENSES <br />with the following amendment: that #3 under Standards for. <br />Rental Businesses in Commercial Districts be amended by deleting <br />the wording "or displayed" and that an item #6 be added to read <br />as follows: "Rental equipment may be displayed in specifically <br />designated areas". <br />5 ayes - 0 nayes - carried <br />The mayor directed receipt of the capital impro.,:!- Received <br />ment plan from the Independent School District #282 CIP School <br />(St. Anthony). District #282 <br />79-388 <br />Motion by Blomquist, seconded by Werdouschegg to.defer action <br />of the first reading of a RESOLUTION REPEALING RESOLUTION #2,168 <br />AND ESTABLISHING REVISED INDUSTRIAL/COMMERCIAL REVENUE BOND <br />AND TAX-EXEMPT MORTGAGE NOTE FINANCING POLICIES until. a working <br />session of the Council in regard to tax-exempt mortgage financing <br />and industrial revenue bond financing is held. <br />5 ayes - 0 nayes - carried <br />Motion by Senden, seconded by Benke to receive the City Manager's <br />report on downtown development and direct staff implementation <br />of the recommendations. <br />Motion by Blomquist, seconded by Werdouschegg to defer action <br />on manager's recommendation regarding strategy for redevelopment <br />of downtown New Brighton. <br />2 ayes - 3 nayes (Senden, Benke, Janecek) - failed <br />Motion by Werdouschegg, seconded by Janecek to amend the motion <br />by deleting reference to Manager's recommendation #7 regarding <br />amendment to the downtown development district ordinance. <br />3 ayes - 2 nayes (Senden, Benke) - carried <br />Vote on Main motion as amended <br />5 ayes - 0 nayes - carried <br />Motion by Benke, seconded by Blomquist to request a study be made <br />by Citizen's Study Committee of right-of=way uses and aesthetic <br />improvements along Old Highway 8 and other county roads, and <br />that they report back to the City Council upon completion.
