August 28, 1979 <br />City of New Brighton <br />2. That the Council further amends PRD #29 to provide <br />that in those instances where minor subdivision <br />is requested to place exclusive ownership of <br />a central garage in the name of one townhouse <br />owner all such subdivisions are hereby granted <br />and the City Engineer is authorized to approve <br />deeds transferring the ownership of such central <br />garage into one owner. <br />3. That the City Attorney receive, review, and approve <br />any and all covenants, restrictions and easements <br />prior to the signing _of the plat._ <br />5 ayes - 0 nayes - motion carried <br />Mr. Richard Ernst was present to answer Public Improvement <br />questions. PRD.#27 <br />Report No. 79-464 <br />Motion by Blomquist, seconded by Werdouschegg <br />to accept the petition from RCE Corporation <br />and Thomas Brickner for sanitary sewer, storm <br />sewer, watermain, curb and gutters and streets <br />in PRD #27 under the following conditions: <br />1. That the City will endeavor to get utilities <br />and the road base constructed in 1979, weather <br />permitting. If not, paving would be delayed <br />until 1981. <br />2. That the project be constructed as a non- <br />assessment project as provided for under <br />section 25-25,26 and 27 of the New Brighton <br />City Code. <br />3. That the City staff is authorized.to retain the <br />services of a consulting engineering firm for any <br />technical assistance necessary. <br />4. That the project proceed with all due speed but <br />without sacrificing quality. <br />5. That the City Director of Public Works provide a <br />preliminary estimate of project costs after which <br />the petitioner shall deposit 10%, in cash, of the <br />estimate in order to fund final plans as outlined <br />in section 25-26 of the City Code. <br />5 ayes - 0 nayes - motion carried <br />The Council discussed liquor ordinance Liquor ordinance <br />amendments at length. Amendments <br />Report No. 79-460 <br />Motion by Werdouschegg, seconded by Janecek <br />to direct staff to draft proposed amendments to <br />the liquor ordinance to allow the Council <br />flexibility in determining the distance re- <br />quirement of licensed premises from schools and <br />churches, and to allow the Council to consider <br />such items as natural barriers, separations caused <br />by highways or thoroughfares, and the proximity of <br />park areas. <br />5 ayes 0 nayes - motion carried, <br />-6-
