<br />1 <br />COUNCIL PROCEEDINGS <br />CITY OF NEW BRIGHTON <br />Pursuant to due call and published notice a special meeting of <br />the New Brighton City Council was held October 26, 1978 in the <br />municipal building, 803 5th Avenue N.W. New Brighton, Minnesota. <br />Present: Mayor James Senden, Councilmembers Bob Benke, Roger <br />Blomquist, Jeanette Janecek, Fritz Werdouschegg. <br />Also Planning Commission members: Brown, Baker, Knuth, <br />Present; Weaver, Williams, <br />ti <br />Others Vernon C. Pederson, Clerk/Manager; Les Proper, Director <br />Present: of Public Works; James F. Winkels, Director of Community <br />Development. <br />Mayor James:Senden stated that the purpose of the meeting was to <br />hold a public hearing to consider the proposed Comprehensive Plan. <br />Richard Brown, Chairman of the Planning Commission, presented the <br />Comprehensive Plan. <br />Mr. Tom Newcombe, attorney,, representing the Minnesota Transfer <br />Rtailway Co., stated that his clients objected to the proposed re- <br />zoning from I-2, Heavy Industrial to Restricted Industrial for <br />the property commonly called the Butcher Spur area or the old <br />stockyards.property. Mr. Newcombe noted that the Railway Co. <br />had owned the property for many years prior to the "development or <br />proposed development of the park/open space property. Mr. Newcombe <br />further stated that his clients felt the Restricted Industrial <br />classification would cause difficulties in developing this land for <br />railroad purposes and in particular that the standard for truck <br />trips per day was overly restrictive. Mr. Newcombe stated that <br />the other standards for Restricted Industrial are just common <br />sense and not nearly as restrictive. Mr. Newcombe also stated <br />that the Railway Co. feels the proposed classification would <br />reduce the.property value without compensation. Mr. Newcombe <br />urged that the property remain heavy industrial so the owners <br />can develop the property as best fits their needs. <br />Mz Al Otte, U.O.P. Johnson, stated that U.O P. does object to <br />their property being rezoned from Heavy to Light Industrial as <br />they are definitely a heavy industrial type use. Mr. Otte
