COUNCIL PROCEEDINGS <br />CITY OF NEW BRIGHTON <br />Pursuant to due call and published notice a special meeting of <br />the New Brighton City Council was held November 9, 1978 in the <br />municipal building, 803 5th Avenue N.W., New Brighton, Minnesota. <br />Present: Mayor James Senden, Councilmenbers Bob Benke, Roger <br />Blomquist, Jeanette Janecek, Fritz Werdouschegg. <br />Also Present: Vernon C. Pederson, Clerk/Manager; Leslie Proper, <br />Director of Public Works; James F. Winkels, Director <br />of Community Development; Joan M. Archer, City Planner. <br />Mayor James Senden stated that the pupose of the meeting was to <br />hold a public hearing to consider the proposed Comprehensive Plan. <br />Richard Brown, Chairman of the Planning Commission, reviewed the <br />proposed Comprehensive Plan. <br />John Melecha, representing Ideal Grain and Seed Company, requested <br />an explanation or definition of the proposed land use category of <br />restricted industrial uses. <br />Richard Brown, chairman of the Planning Commission, pointed out <br />that the category was proposed in the land use plan and only <br />constitutes a guideline for industries in the areas on the <br />proposed land use map. If the restricted industry category is <br />approved as a concept then the City Council can initiate standards <br />and regulations to incorporate a restricted industrial district <br />in the City's Zoning Code. As a concept, the restricted industrial <br />area includes those industrial lands which because of their <br />location, there is a high potential for negative affects on <br />adjacent uses, and therefore established stricter development <br />standards controlling such things as permitted uses, the appearance <br />of structures and property, and the amount of and type of traffic <br />generated. <br />John Melecha of Ideal Grain and Seed, went on to point out that <br />when he purchased the land it was classified Light Industrial and <br />he wanted to know if there would be any effect on the resale of <br />property if the area is reclassified to Restricted Industrial. He_ <br />requested that someone from the Counci., Planning Commission or <br />staff member view his site to insure him that his operations would <br />meet the standards of the proposed classification.
