<br />City of New Brighton <br />Council Proceedings <br />Jan 9, 1979 <br />We have made efforts needed to implement Government By <br />Objectives in the city for the first time in history <br />and we have worked very hard to accomplish most of <br />those objectives. <br />We have worked on the adoption of the Long Lake Park <br />Plan and the Park Use Ordinance,which was a controversial <br />item to say the least, trying to satisfy the many <br />different ideas on how that park should be developed and <br />used. <br />We had meetings and negotiations needed to draw <br />consensus and to start coordinated efforts between many <br />groups and individuals with regard to improving our <br />downtown. That, again, has taken up much time right <br />from the first meeting of the year all the way through. <br />to the end of this year. <br />We have worked long on two large and new direction kinds <br />of ordinances, the Planned Unit Development Ordinance <br />and the B-4 Zoning Ordinance. <br />The Downtown Business District Ordinance was adopted and <br />we now have a plan for improvement of the 10th Street <br />intersection from downtown. all the way through to I-694. <br />We worked hard and had our troubles with our 5-year <br />Capital Improvement Plan. Our budget adoption process <br />was not smooth; it took a lot of time before a budget <br />was presented that was acceptable. We had difficulties <br />with insurance which drastically increased in price <br />and caused some difficult moments for the council, to <br />say the least. We had to work with a new manager and, <br />eventually, decided that we would no longer work with <br />that manager. <br />None of this could have been accomplished without the <br />dedicated work of many outstanding employees. These <br />people really came through for the council throughout <br />the whole year and for them, I think, we owe our <br />sincere thanks. They had to work sometimes under very <br />difficult conditions. <br />Credit must go also to our advisory boards who gave <br />unselfishly of their time and talents and have served <br />New Brighton so well. Efforts were made in the past <br />year to change the boards and commissions and their <br />rules, etc. to make them more effective and, certainly, <br />if we judge by the amount of things that they studied <br />and-referred and worked on for the council we had more <br />from them than ever we had in the past. <br />2
