COUNCIL PROCEEDINGS <br />CITY OF NEW BRIGHTON <br />Pursuant to notice thereof a special meeting of the New Brighton <br />City Council was held Wednesday, January 24, 1979 at 7:30 p.m. <br />in the municipal building, 8035th Avenue NW, New Brighton, <br />Minnesota - <br />Present: Councilmembers Benke, Blomquist,Janecek <br />Absent: Mayor Senden, Councilmember Werdouschegg <br />Also_Present: Vernon C. Pederson, City Manager; <br />James Winkels, Director of Community Development; <br />Les Proper, Director of Public Works <br />Acting Mayor, Roger Blomquist,stated the speo.ial meeting <br />was called for informational hearing on the preliminary. <br />plans for upgrading and improvement to 10th Street NW <br />from Long Lake Road bridge to Third Avenue NW as well as <br />a connection from 11th Avenue to 10th Street. <br />The City Engineer reviewed the preliminary report noting <br />the many safety improvements and engineering factors <br />that were considered. The engineer also reviewed the <br />proposed time schedule as well as methods of payment. <br />Mayor Senden appeared at 8:10 p.m. <br />Fred Stanford, 921 10th Street, expressed concern with <br />the proposed alignment of 11th Avenue to 10th Street and <br />suggested an alternate route over his property. <br />Bill Kendrick, 757 11th Avenue NW, questioned the <br />traffic projected on 10th Street NW for the year 2000 <br />as provided by the city engineer. <br />Len Juran, 803 8th Avenue NW, felt that if the project <br />was to be constructed, it should be done right and built <br />to width of 52 feet. <br />Kevin Ferris, 800 10th Street, questioned whether there <br />was going to be parking permitted on 10th Street and <br />expressed concerns regarding assessments for curbing and <br />street rights. <br />Ken Weltzin, County Engineer, made a brief presentation <br />expressing the County's concerns regarding the project. <br />He recommended a 52 foot street, 12 degree curve and <br />he recommended a 7 foot right of way be added <br />on the north side of 10th Street, west of 8th Avenue and <br />recommended that municipal state aid funds be used to fund <br />the right of way for the 11th Avenue to 10th Street connection.
