11 <br />Council Proceedings <br />City of New Brighton <br />March 29,1977 <br />Special Meeting <br />Mayor Bromander stated he did not see how the question <br />could be phrased tb be placed on a ballot because of <br />the complicated nature of the issue. He added that a question <br />could be placed on the ballot which would easily pass <br />and. a question could be placed on the ballot so that it would <br />easily fail. <br />Councilman Senden stated he saw no harm in placing the issue on <br />a ballot if financing could be found. He stated he did not <br />believe a referendum was required and that a public hearing <br />was the best way of getting public input. <br />Len Juran, 803 8th Avenue, stated that he hoped the <br />Council would not disregard the input of the people <br />noting he believed Chey were well informed as to the plan. <br />He stated he opposed redevelopment on the west side of <br />Old h'wy 8 and that proposal was essentially antognistic to <br />the business community. He stated he saw no need for a <br />500 acre redevelopment area to cleanup two blocks in <br />the downtown core.. <br />Councilman Fisher :asked whether Mr. Juran saw part of <br />the plan that he felt was good <br />Mr. Juran stated he -felt there were many good ideas. <br />He felt the downtown plan was good but questioned why it <br />could not be done on its own without HRA help. <br />Gertrude Lange, 866 3rd Ave,stated that the HRA was <br />taking away American heritage. She stated the business <br />community had worked hard to establish itself and the <br />Council should reject the plan. <br />Arnel Beckman questioned whether the Council was working <br />with small businessmen, whether apartments would bring <br />in more revenue and he was also concerned with <br />restrictive nature of the current sign regulations. <br />Al Logelin, 933 11th Ave. NW, stated he is opposed <br />to HRA, noting he has been to most HRA meetings and he <br />didn't believe government should be involved in this manner - <br />He referred to problems with tax increment districts in <br />Minneapolis and stated there was no way to abolish HRA. <br />
