12 <br />Council Proceedings <br />City of New Brighton <br />March 29, 1977 <br />Special Meeting <br />George Delaria, New Brighton businessman, stated the <br />businessmen feared that they can't approach the Council and <br />he wanted to know why. Further, he stated concern with <br />new development in the area, questioning where energy would <br />come from for the development, <br />Bob Nixon, 1140 First Street N.W., stated opposition to <br />Phase 5 of the plan. He stated the area now generated more <br />taxes than it would if developed residentially. He stated that <br />..the City codes were too restrictive. <br />Mrs. John McKenzie, 478 10th Ave. NW stated that if the <br />west side of Old Hwy 8 were redeveloped,residentially, traffic <br />would increase on 9th Avenueandmore families would come in and would <br />create need for additional schools . <br />Rudy Shellum,560 5th Ave.NW spoke in opposition to the <br />development. He questioned the legality of designating lands <br />possible to be acquired. <br />Larry Baker stated he understood that it was <br />possible to only return a certain percentage of tax <br />increment to the HRA with the remainder to go to <br />other taxing jurisdictions He further stated that it was <br />his understanding that if bonds remained to be amortized, the <br />HRA could not be disbanded. <br />James Holmes stated that the property to be acquired <br />category was frequently found in redevelopment plans.. <br />Richard Daniels, HRA Chairman, stated that the -proposed to be <br />acquired designation was placed in the plan because the <br />HRA at the time simply did not know if the acquisition <br />was necessary. He stated the HRA heped that property in this <br />category would develop on their own.
