No more improvement than that which could have been attained if <br />the City Council had allo:,red downtown businessmen to improve their <br />properties (and this at no expense to taxpayers, no costly condem- <br />nation and redevelopment). The "so-called" deterioration of the <br />downtown businesses was allowed, condoned and encouraged by the <br />city fathers. The "deterioration" was not the resu?t of the business <br />owners unwillingness to improve... New Brighton has trouble attracting <br />new businesses and it has trouble keeping businesses. I think there <br />will be considerable difficulty in attracting the businesses necessary <br />to make the proposed shopping center viable. The industry displaced <br />by this project is a loss greater than any gain promised in the <br />HRA Development flan. Construction of shopping centers does not <br />constitute a positive business attitude. A city needs industry to <br />prosper and grow and relieve some of the residential taxpayers <br />burden. This project will, no doubt, increase the taxpayers burden. <br />12. I have no reason to expect added sales (enough to cover added <br />expenses) as a result of this plan. Business in P+ew Brighton is <br />not fairing as badly as one might think. I believe the present <br />businesses can handle the expense of a face lift. <br />13. No - because there is no incentive or timetable under the <br />present T.I.F. law to encourage completion of any one of the phases <br />of the HRA plan. Projects could be kept off the tax rolls <br />indefinately. <br />14. Not necessarily, the cost of new buildings is so high that <br />financing the whole relocation and development may outweigh advantages <br />for 30 years. I hear old and new shopping centers are pricing <br />themselves too high for tenants. <br />15. No - because of the neighborhood aspect of the area, the <br />access in and out is too poor, the bigger shopping centers are very <br />close to N.B. and easy to get to. <br />16. Too many of us business people are going to be hurt. <br />17. The redevelopment should be allowed to take place through private <br />industry only.when economically feasible w/o Uncle Sam. <br />18. -There is no guarantee there will be new development.
