Council proceedings 4. <br />City of New Brighton <br />March 29,1977 <br />Special Meeting <br />s - - <br />The HRA would then contact a developer and receive a <br />commitment from the developer. The plan would then be <br />revised if necessary and the HRA would again hold a <br />public meeting. The phase area plans would then <br />be submitted to the Council for approval after <br />the Council received a review from the Planning Commission, <br />and held a public hearing; then bonds would be issued, <br />property acquired, relocations assistance given, clearance <br />conducted and, finally, new construction. <br />Mayor Bromander summarized input and documents that had been <br />received at an earlier Council meeting. He noted the Council <br />had received the redevelopment plan including a revised legal <br />description, revised map, and the new proposed control section. <br />He stated the Council had received a memo and minutes <br />from the Redevelopment Task Force which largely endorsed <br />the plan, except for the phase 3 area on the west side of <br />- Old Hwy 8, expressed concern about phase 4 and recommended <br />Council control over HRA actions. <br />Mayor Bromander reviewed -the Planning Commission's review <br />which was done by way of a resolution which largely <br />endorsed the plan, although it expressed concern in the Hwy 96 <br />area which the comprehensive plan showed as commercial or <br />industrial, the stockyards area which the comprehensive <br />plan envisioned as restricted commercial and the southwest <br />quadrant of Old Hwy 8 and County Road E which the comprehensive. <br />plan envisioned as restricted industrial. <br />Mayor Bromander additionally reviewed individual comments from <br />Planning Commission members. He stated the Council had <br />received letter from the New Brighton Business Association, <br />which he did not review, a letter from UOP Johnson questioning <br />its inclusion in the redevelopment area, a letter from Donna <br />Cress opposing the redevelopment in phase 3 west of Old Hwy 8, <br />and petitions with 19 signatures opposing all redevevelopment in <br />phase 3. <br />Mayor Bromander directed, with consent of the Council, receipt <br />of the memo dated March 24, 1977 from the HRA Executive Director <br />to the. HRA regarding impact of inclusion in the redevelopment area, <br />The HRA Executive Director reviewed that memo. <br />Mayor Bromander directed, with consent of the Council that the <br />letter dated March 21, 1977 from,the HRA Executive Director to <br />UOP Johnson be received and placed in the minutes. <br />The Executive Director reviewed the contents of that letter. <br />
