Council proceedings 4. City of New Brighton March 29,1977 Special Meeting s - - The HRA would then contact a developer and receive a commitment from the developer. The plan would then be revised if necessary and the HRA would again hold a public meeting. The phase area plans would then be submitted to the Council for approval after the Council received a review from the Planning Commission, and held a public hearing; then bonds would be issued, property acquired, relocations assistance given, clearance conducted and, finally, new construction. Mayor Bromander summarized input and documents that had been received at an earlier Council meeting. He noted the Council had received the redevelopment plan including a revised legal description, revised map, and the new proposed control section. He stated the Council had received a memo and minutes from the Redevelopment Task Force which largely endorsed the plan, except for the phase 3 area on the west side of - Old Hwy 8, expressed concern about phase 4 and recommended Council control over HRA actions. Mayor Bromander reviewed -the Planning Commission's review which was done by way of a resolution which largely endorsed the plan, although it expressed concern in the Hwy 96 area which the comprehensive plan showed as commercial or industrial, the stockyards area which the comprehensive plan envisioned as restricted commercial and the southwest quadrant of Old Hwy 8 and County Road E which the comprehensive. plan envisioned as restricted industrial. Mayor Bromander additionally reviewed individual comments from Planning Commission members. He stated the Council had received letter from the New Brighton Business Association, which he did not review, a letter from UOP Johnson questioning its inclusion in the redevelopment area, a letter from Donna Cress opposing the redevelopment in phase 3 west of Old Hwy 8, and petitions with 19 signatures opposing all redevevelopment in phase 3. Mayor Bromander directed, with consent of the Council, receipt of the memo dated March 24, 1977 from the HRA Executive Director to the. HRA regarding impact of inclusion in the redevelopment area, The HRA Executive Director reviewed that memo. Mayor Bromander directed, with consent of the Council that the letter dated March 21, 1977 from,the HRA Executive Director to UOP Johnson be received and placed in the minutes. The Executive Director reviewed the contents of that letter.
