Council Proceedings 5 <br />City of New Brighton <br />March 29, 1977 <br />Special. Meeting. <br />The Attorney stated hearing was properly called. <br />Mayor Bromander directed with consent of the Council, that <br />the letter from Steve Thompson, dated March 21, 1977 be public Hearing <br />received and placed in the minutes. <br />HRA Redevelop - <br />Mayor Bromander directed, with consent of the Council, meat Plan <br />that letter and survey dated March 23, 1977 by <br />League of Women Voters, be received and placed in the 8:58 to 11:44 <br />minutes. <br />.Dana Brandt, President of the New Brighton League of <br />Women Voters, reviewed the contents of the survey. In <br />summarizing the results of the survey, she stated that <br />there appeared to be a need to facilitate better <br />communications between the HRA, Council, and <br />.affected businessmen and citizens. <br />Mayor Bromander directed, with consent of the Council, that <br />the Guidelines for Alternate Plan Downtown New Brighton, <br />dated March 25, 1977, submitted by the New Brighton <br />Business Association, HRA Committee, be received and <br />placed in the minutes <br />Larry Karlen, president of the New Brighton Business <br />Association, stated that the Business Association <br />acknowledged the existence of a substandard and <br />rundown buildings in the downtown but did not agree <br />that blight existed. He stated the Business Association. <br />disagreed with tax increment financing, but had <br />not researched the question as to whether the HRA <br />was or was not needed. He stated that the Business <br />Association felt that the redevelopment area and <br />redevelopment plan were: <br />1. Too big <br />2. Had too long a timetable <br />3. Would involve too many councils in the future <br />4. Lacked financial planning. <br />5. Was not desired by residents or businessmen: <br />lIe further added that New Brighton businesses did not <br />want to be subsidized and that the success. <br />of tax increment in Minnesota was not good. He stated that the <br />proposed district would be the largest in Minnesota and that the <br />Targe taxincrement districts were the ones encountering the <br />most problems. <br />
