Council Proceedings <br />City of New Brighton <br />March 29, 1977 <br />Special Meeting <br />Mr. Karlen stated that the Business Association did not <br />support the concept plan for downtown core. He stated <br />the Business Association would support a plan <br />for the downtown core that'is economical feasible and includes all <br />present businesses <br />Mr. Karlen then reviewed the 12 point.program which the Council <br />had received, and which is attached and made a part of the <br />.minutes., He noted that the Business Association had <br />contacted other cities with similar problems. He stated <br />many different approaches had been used and to his knowledge <br />' tax increment financing was not the major tool. <br />Councilman Hardt asked Mr. Karlen what his concerns <br />were relative to downtown access. <br />Mr. Karlen stated that the freeway had changed the <br />access to the downtown and the downtown now needed <br />better access from various parts of the community. <br />He stated the Business Association had no specific <br />proposal at this time. <br />Councilman Hardt asked Mr. Karlen whether the Business <br />Association Guidelines asking for strong code enforcements and <br />at the same time a reduction in the restrictiveness of <br />codes do not conflict. Mr. Karlen stated the Business <br />Association's concern was that cleanup ordinances be <br />enforced but that zoning ordinances be revised as <br />being too restrictive and not applicable to the downtown area. <br />Councilman Fisher asked whether the HRA had'studied <br />the access question and considered whether the area <br />needed regional or local access. <br />Commissioner Rebelein stated these questions had been addressed <br />and it was the HRA's conclusion that a local neighborhood <br />shopping area rather than a regional shopping <br />area was appropriate. He stated that several circulation <br />options had been investigated but the HRA' concluded <br />that Old HWY 8 and 10th Street should be the major <br />access routes. He noted the plan using 8th Street had been <br />looked at but was rejected on the basis that homes would <br />have to relocate and neighborhoods separated. <br />Bill Miller, 548 9th Avenue, asked what was proposed <br />to be done with the area west of Old Hwy 8 in phase 3. <br />
