,Council Proceedings <br />City of New Brighton <br />March 29, 1977 <br />Special Meeting <br />Commissioner Rebelein stated that the proposal was for low density <br />residential which would include duplex and town houses but that <br />detailed plans would probably not occur until after phase 1 and <br />phase 2 were well underway. <br />Mr. Miller asked whether the housing would be low income in <br />this area. <br />Commissioner Rebelein stated that was not known and that it <br />would not necessarily be low or moderate income. <br />Mr. Miller inquired as to how much'had been expended in <br />plan development to this date. <br />The HRA Executive Director estimated that $36,000 had been <br />paid to the consultant and that total HEA expenditures were <br />in the neighborhood of $50,000 to $55,000, noting that <br />some of that money had been returned to the City - <br />Richard Peterson, 1976 Third Street, stated he was <br />vehemently opposed to the redevelopment plan, noting that <br />the HRA was an outgrowth of regional government and <br />isolated from the people. <br />Mayor Bromander stated it was not regional government but rather <br />under the control of the Council and not in reality another <br />layer of government. <br />Mr. Peterson stated that the HRA was unconstitutional and that <br />legislature was considering throwing out the tax increment law. <br />He stated that the phase 1 development would pro vide a blank <br />check to the Housing Authority. Mr. Peterson stated he was <br />opposed to subsidized housing. <br />Larry Baker, 1947 Serendipity Court, asked whether the <br />St. Cloud Mallhhad been via tax increment financing. <br />Mr. Crouch stated that the mall in St. Cloud was financed <br />basically through assessments and federal funds, and that <br />subsequently St. Cloud developed about six other tax increment <br />projects. <br />Mr. Baker stated that the latest project in St. Cloud involved only <br />3 blocks and only one business was removed while the remainder of <br />the properties removed were old houses. He stated that <br />redevelopment project in Edina was smaller taking in only one <br />block area and removing only one business in order to provide a <br />parking lot. He stated that in South St. Paul the properties <br />included in the redevelopment area were only old buildings and that no <br />new properties were included. <br />7 <br />
