Council Proceedings 8 <br />City of New Brighton - <br />March 29, 1977 <br />Special Meeting <br />Mr. Baker added that in Robbinsdale the redevelopment <br />of tax increment projects did not involve acquisition but <br />only the creation of amenities in the shopping area. He <br />stated that the proposed project in New Brighton would be the <br />largest in the state, that it was 15 to 20 times larger than the <br />average redevelopment project, that it had the.most businesses being <br />relocated of any project. <br />A rnel Beckman, owner of A rnel Oil, stated he was opposed to <br />redevelopment and that government should be kept <br />local,. He stated _that the Council might be bought off by <br />the developers, but if development is kept private this would <br />not be a problem. <br />Betty Rosner, 1571 17th Ave NW., asked whether it was not true <br />that the redevelopment task force had asked for funds to <br />conduct a survey which were not given and asked whether other <br />surveys had been done. <br />Commissioner <br />Rebelein stated that money had been asked for about <br />a year ago and that the HRA had received a written proposal <br />to conduct the survey but that the HRA and persons submitting <br />the proposal agreed that it would not provide the information <br />desired. He further stated that a survey had been <br />conducted several years ago by the Citizens Study Committee. <br />He noted the HRA Task Force last summer had conducted a limited <br />survey and neighborhood meetings for a test for city-wide <br />survey. <br />Dolores Englehorn, New Brighton resident, stated she was <br />concerned with taxes and that government was getting too big <br />She stated that businesses should not be forced to leave and that <br />the HRA should not get involved. <br />Roger Dalzen,687 4th Avenue, stated he was opposed to the <br />redevelopment plan and stated he did not believe the input <br />received by the Council , which was overwhelmingly in <br />opposition, meant anything. <br />Diane Brinkman, 150 19th Avenue S.W., stated that she was <br />a member of the HRA Task Force and now served as chairman. She <br />stated that the Task Force was in general agreement with the <br />basic concept and philosophy of the plan noting strong agreement <br />with the process control section. She urged that the Council <br />and HRA try to work out the problem which had been explained by the <br />business men and citizens. <br />
