Council Proceedings 9 <br />City of New Brighton <br />March 29, 1977 <br />Special Meeting <br />Nis. Brinkman stated the Task Force was concerned and had <br />opinions in the following areas: <br />1. That phase 3 west of Old Hwy 8 should not be <br />redeveloped because: <br />a. The cost of relocation <br />b. The negative impact on businesses" <br />c. That this area is in balance with the area <br />east of Old Hwy 8 <br />d. There is no evidence of problems with the homes <br />in the area <br />e. There is no evidence that residential property would be <br />upgraded <br />f. It would create a trauma to homeowners <br />g The area to be redeveloped is inappropriate for <br />residential use <br />- h. The property would be unappealing to a <br />development <br />i. Redevelopment would probably result in decreased taxes <br />2. The poleyards should remain zoned heavy industrial until <br />those businesses desire to leave the City <br />Kathy Bona, 703 Second Avenue N.W. stated she believes the <br />HRA had worked hard on the plan. She stated her belief <br />that the area was too large, that the downtown did need <br />attention and that the west side of Old Hwy 8 was alright <br />as it presently existed. She stated that the proposal <br />for the downtown area was not the right one if it needed <br />highrise apartments and low income housing to support it. <br />She stated the HRA should work more closely with the businesses <br />in the community. <br />Jack Bell, attorney, asked if a public hearing was held at the <br />time the HRA was formed, if testimony was' taken at the meeting <br />for HRA and if documents were available in regard to those matters. <br />Mayor Bromander stated a public hearing was held on August 27, 1974 <br />and the minutes of that meeting would reflect the testimony <br />given. <br />Bell asked how the council would terminate the HRA if.no <br />development could be found and large, sums of money were <br />accruing to the HRA. <br />
