' COUNCIL PROCEEDINGS <br />CITY OF NEW BRIGHTON <br />Y <br />Pursuant to due call and published notice thereof, a special meeting of <br />the New Brighton City Council was held at 7:30 April 5, 1977, in the <br />Irondale High School, 2425 Long Lake Road, New Brighton, Minnesota <br />Present: Mayor Gayle C. Bromander, Councilmen Gene Fisher, Paul Hardt, <br />Fritz Werdouschegg <br />Also Thomas F. Lewcock, City Manager: Donald L. Lais, City Attorney; <br />Present: Barry P. Johnson, HRA Executive Director; Vernon C. Pederson, <br />City Clerk -Treasurer <br />Also <br />Prosont: IIRA Commissioners: Donald Andorson, Edward Wickland <br />Mayor Bromander directed, with consent of the Council, Receive <br />that petition from area residents be received and placed Petition <br />in the minutes. <br />Mayor Bromander directed with consent of the Council, <br />that HRA Task Force questionnaire be received and Receive <br />placed in the minutes. Questionnaire <br />Councilman Jim Senden arrived- 7:45 <br />Mayor Bromander stated he would like each councilmember, <br />if he so desired, to state his position at this time <br />prior to reopening the hearing. <br />Mayor Bromander stated on his behalf that he felt the HRA <br />had responded to the original charge. He stated that going <br />into the hearing of March 29th, 1977 he felt the complete <br />plan as proposed should not be adopted. After that hearing <br />he felt that perhaps the entire plan should be rejected, <br />and after a week of thought, he stated that his opinion is that <br />something should be done with the downtown area. He stated there <br />were fact situations which exist and questions that should be <br />addressed. He stated that the following fact situations did <br />exist, that he did not believe anyone could argue with. <br />A. In the area of the City ,under concern,there exists commercial <br />buildings and businesses which have one or more of the following <br />characteristics: <br />1. vacant <br />2. deteriorated <br />3. not suited to today's commercial demands <br />4. have unorganized or deficient parking <br />5. have gone from more to less compatible, productive, and <br />attractive uses. <br />
