2 <br />Council Proceedings <br />City—of New Brighton <br />April 5, 1977 <br />Special Meeting <br />B. In the area of the City under concern,'there exists vacant <br />land which has one or more of the following characteristics: <br />1. soils which require additional measures and expense to <br />support construction <br />2. property without adequate access <br />3. property which is oddly shaped -or inadequately sized to <br />support the nature of commercial building that would <br />ordinarily locate on such property. <br />C. TheXe does not appear to exist high volume businesses which <br />attract consumers to the downtown core. <br />1. the historical significance of the downtown core as the <br />center of the community is not being preserved <br />2. business locations are not being concentrated <br />3. competing commercial centers have developed within <br />the market area of the downtown core . <br />4. traffic patterns have changed. <br />Mayor Bromander further stated that based on those facts the following <br />questions had to be answered: <br />A. Are the conditions noted under I A, B, and C desirable? <br />B. Are they interrelated? <br />C. Should they be reversed? What will happen if they aren't? <br />Should there be a positive program? <br />D. What should the program be to resolve the agreed upon <br />undesirable conditions? <br />E. Who should be involved in the various areas of the <br />program in terms of program delivery. (Where private; where <br />public; where HRA; where City; etc.) <br />F. How should the various areas of the program be financed,in <br />terms of program delivery? <br />1. private, how? <br />2. Public, how? <br />Mayor Bromander stated that at this time the Council could adopt the <br />plan, adopt it with amendments, or reject it. He suggested that <br />at this point, the Council deny the plan and direct the HRA to <br />perform no further work on the plan. He stated a study group should <br />e put together including 5 citizens familiar with the issue: three <br />located within the redevelopment study area and two outside the study <br />area, and these 5 citizens should meet with 5 representatives of the <br />New Brighton Business'Association and the 5 Commissioners of the <br />Housing and Redevelopment Authority to explore the above questions and <br />report back to the Council by July C. <br />
