'Council Proceedings <br />City of New Brighton <br />-April 5, 1977 <br />Special Meeting <br />3 <br />Councilman Fisher stated that he felt at this time <br />the Council was looking at a land use plan. He stated <br />further, that he felt the land use plan was pretty good and <br />should find its way into the City's comprehensive plan. He <br />stated he did not believe that the redevelopment <br />proposal stated that if there was work to be done that the <br />HRA would necessarily do it, but rather that the <br />HRA would act as a coordinator and would get involved <br />with implementation only where absolutely necessary. He <br />stated that he felt the plan as currently proposed was <br />too large,,but noted the tax increment district would have a <br />very small impact on taxes. He. further stated that he <br />agreed that the plan should be rejected at this time. He <br />stated that he did not believe that the west side of Old <br />Highway 8 had to be scheduled for residential use at this time. <br />He stated the approach to the problem should be conservative <br />and that the study method suggested by the Mayor <br />was a good idea. <br />Councilmen Hardt, Senden and Werdouschegg read written <br />statements as to their position on the issue. <br />Mayor Bromander directed, with consent of the Council, <br />that these written statements be received and placed <br />in the minutes. <br />Hearing Opened <br />Howard Elseth, 1960 West County Road E2, questioned <br />whether a referendum could be held on the existence <br />of the Housing and Redevelopment Authority. <br />Mayor Bromander stated that there was no legal <br />provision for such referendum and if a referendum <br />were held it could only be advisory in nature. <br />Mr. Elseth asked how much had been spent for the <br />redevelopment plan. <br />Mayor Bromander stated he believed an estimate of <br />$50,000 had been given at the last ire eting. <br />Dolores Engelhorn, 2261 Scotland Court, stated that she <br />believed the people had a right to respond emotionally <br />on this issue; government was getting too large and <br />the taxpayers did not want the HRA. <br />Written <br />Statements <br />Received <br />8: 31 to.. <br />10:15 <br />HRA Hearing <br />
