Council Proceedings <br />City of New Brighton <br />'April 5, 1977 <br />Special Meeting <br />Roger Dalzen, 687 4th Avenue, stated that his response to <br />statements of various Council positions, was that the <br />Council might be missing the point, that point being <br />that the taxpayer perhaps didn't want anything to happen. <br />Ernie Gustafson, 704 10th Street, stated objection to <br />interference with the free enterprise system. He <br />stated the HRA was part of the Metro Council and, therefore, <br />federal government. He also expressed concern of <br />where the HRA Commissioners received their background. <br />Mayor Bromander responded that the HRA was established <br />by the City Council and responded to them and in no <br />way was a part of regional government. <br />Pat Cleary, 790 6th Avenue, stated the proposal by <br />the HRA was the first activity in his six years in the <br />community that he had seen addressing the problem in <br />downtown. He stated he would not mind paying <br />$6 in taxes to improve the downtown area and felt that# <br />would enahnce values of all properties. He felt the <br />area between 7th Street and 10th Street was in most need <br />of improvment but the area west of Old Hwy 8 did not need <br />attention at this time. He stated that he did not agree <br />that the business community would do something regarding <br />the problem in that they had not done anything before this time. <br />John Koontz, Town and Country Sign, stated that taxes <br />have gone up substantially. He stated that businessmen <br />recognized that there is a problem. He stated he did not <br />feel a major center made sense or should be developed in the <br />downtown area. <br />Len Juran, 803 8th Ave., stated that the existence of the <br />HRA is a question. He stated that he felt a lot was <br />accomplished in the proposal regarding the downtown core. <br />He stated.the HRA was provided a great deal of input <br />but was not sure the HRA listened to what was being said. <br />He thought a nev and fresh look would be a good idea. <br />He stated concern with what the relationship would be <br />between the City and HRA noting that the HRA was big <br />business. He stated that the New Brighton problems were <br />different than many other communities because many viable businesses <br />already existed. He felt the"west side:,of Old Highway 8 <br />should be left alone. <br />4 <br />
