Anderson, Director of Parks and Recreation <br />Silver Oak Concept Plan <br />A concept plan for the development of the Silver Oak site was <br />developed through a series of meetings with area residents and <br />the St. Anthony School Board. The plan wasdeveloped by the <br />Park Department staff and has been approved by the New Brighton <br />Park Board and the St. Anthony School Board. <br />The plan is quite simple, mainly because of the constraints of <br />topography and school use. There are two features which deserve <br />special attention. The tennis courts are proposed for construction <br />over the existing bituminous -surfaced overflow parking lot. It <br />is estimated that there may be a 30% saving in the cost of the <br />courts because of this. Secondly, there has been a desire expressed <br />by the school district and area residents for a pathway connecting <br />the facility to 20th Avenue'S.W. via the vacated street. At present, <br />the area has been fenced off by the Windsor Green Homeowners <br />Association to prevent passage through the area. Park Department <br />staff has met with the Windsor Green Board of Directors and has <br />secured approval of the concept. Final approval would be subject <br />to consideration of engineering plans and specifications. It is <br />the opinion of the staff that this walkpath is needed to provide <br />a safe access to the park from the 20th Avenue S.W. area. We <br />would,.however, suggest that this be an alternate in the contract. <br />This approach would allow some flexibility in the event that that <br />section of the walkpath proved inordinately expensive. <br />Maurice H.
