DATE: 24 February 1977 <br />TO: Thomas F. Lewcock, City Manager <br />FROM: Maurice H. Anderson, Director of Parks and Recreation <br />SUBJECT: Joint Powers Agreement with Ramsey County regarding <br />Long Lake/Rush Lake <br />The years 1977 and 1978 are designated in the Capital Improvement <br />Plan as primary planning years for the Long Lake/Rush Lake park <br />complex. The City has projected a cost of $15,000.00 in two years <br />to accomplish this end. Ramsey County has an interest in the <br />park and it is in the interests of both parties to cooperatively <br />plan and develop the site. <br />At the present time the County has a park planning staff, but <br />has no funds available for the studies and consultant services <br />necessary for planning a park of this kind. The City is in the <br />opposite situation of having some budgeted funds but no staff <br />experienced in planning a regional park site. It appears to be <br />in the best interests of both City and County to proceed in the <br />manner specified in the Joint Powers Agreement. <br />Obviously it will be the responsibility of the City staff to <br />insure that the interests of the residents of New Brighton are <br />protected and that the planning process is designed in such a way <br />as to maximize citizen input. <br />The proposed agreement has been reviewed by our staff and the <br />city attorney and appears to be the vehicle necessary to provide <br />relatively low cost yet professional planning for the park. <br />Maurice H.
