2 <br />• It is noted to the Council that the maximum contribution <br />of the City proposed under the first two phases of the <br />overlay program was 70%. <br />2. A Modified Front Foot Assessment Method be utilized: <br />The modification to the current front foot assessment <br />method would apply only to corner lots. Currently when a <br />new subdivision is opened with improvements it is often <br />the case that both of the streets bordering a corner lot <br />are not constructed at the same time. If, for example, the <br />long side is improved first and the lot cannot be further <br />divided, then an assessment equal to the short side of the <br />lot is made. If the lot can be furthrr divided along the <br />side then the side frontage in excess of 135' is assessed, <br />plus the short side frontage. When the street on the <br />short side is improved, there is no further assessment <br />under either of the above cases.. <br />Since with overlays conditions are normally well known, it <br />is recommended that the normal procedure be followed except <br />that the appropriate assessment be made only to that side. <br />which is improved. If the <br />improvement is on the long side and the property could not <br />be further subdivided, there would be no assessment. Although under the currently <br />proposed assessment method property owners will be <br />responsible for a smaller share, a three-year assessment <br />period is still recommended. This is based on the fact <br />that overlay costs will undoubtedly increase over time. <br />Also, it is not likely that a senior citizen would be <br />eligible for deferrent, because of the size of assessment. <br />The three-year assessment period would reduce the impact <br />on these people. <br />4. Special Criteria and scheduling in C.I.P. <br />Criteria have been developed in the C.I.P. as <br />to what streets require overlay. These criteria should be <br />refined and made more specific. This work should be part of <br />the next C.I.P. Secondly, the actual scheduling of over- <br />lays should be routinely handled as a part of the annual <br />C.I.P. <br />5. No streets without curbs be overlayed: <br />Overlays on streets without curbs may not be a good <br />use of funds. Generally these streets are not in good <br />enough,condition to be overlayed, but -additionally, the <br />
