3 <br />roads would continue to break down on the sides without <br />curb and gutter. Further, if it the Council's intent <br />to have curb and gutter throughout the community, overlay <br />of non -curbed streets would have to be avoided. <br />6. $21,000 Transfer back to Liquor Fund: <br />As a part of the Phase I overlay work, $21,000 in <br />liquor funds was transferred to the Capital Projects Fund <br />as the City's share. Since the Council has selected M.S.A. <br />429 general obligation bonding as the revenue source, <br />transfer of the $21,000 back to the liquor fund is feasible. <br />This can be done with no harm to the City finances <br />because bonds covering the total project cost were issued. <br />This would make an additional $21,000 available for capital <br />improvements.. This action would be taken by resolution of <br />the Council. <br />Section II - Curb Replacement <br />The Council outlined two sets of guidelines relative to curb <br />replacement: those applying to bituminous curbs and those applying to <br />concrete curbs. Regarding concrete curbs the Council indicated support of <br />the same funding level as for overlays, and with bituminous curbs supported <br />assessing the difference between concrete and bituminous. <br />A. Concrete Curb Replacement - Discussion and Recommendation: <br />1. Curbs to be assessed at the rate of 25/: <br />Discussion: See Section I, 1. <br />2. A Modified front foot assessment method be utilized: <br />Discussion: See Section I, 2. <br />3. Establish criteria for replacement in C.I.P.: <br />Criteria should be developed for concrete curb replacement. <br />These criteria would be proposed in the C.I.P. Such <br />criteria should specifically state when a curb has <br />deteriorated to the point it must be replaced. <br />4. Curbs to be replaced onlv when overlav necessar <br />Whenever curbs are replaced it is necessary from an <br />engineering standpoint to also overlay the street. Since <br />the basic purpose of a curb is drainage control, it is <br />possible to not replace a badly deteriorated curb and still <br />have the basic function of the curb being served. This is <br />not the case with overlays. It is therefore recommended <br />that prior to curb replacement that a street not only meet <br />the criteria for curb replacement but also for street overlay. <br />5. Barrier concrete curbs only: <br />Curbs should be replaced only with barrier type curbs and <br />not driveover curbs. Driveover curbs are used in new sub- <br />divisions because driveway locations are not known. Barrier <br />curbs, however, are felt to be superior particularly in <br />limiting lawn damage from snow plows. <br />
