Assessment to be payable over 5 years; <br />Because under the above recommendations both curbing <br />and overlays would occur at the same time, and because <br />the front foot cost of overlays and curbs is <br />approximately the same, it is recommended that the <br />assessment period be five years. <br />B. Bituminous Curb Replacement - Discussion and Recommendation: <br />1. Curbs be assessed at 500/.: <br />The Council's guideline was that these curbs should be <br />assessed the difference between concrete and bituminous. <br />Currently bituminous cost one-half that of concrete. <br />While the relative differences may change in the future, <br />a per cent established at this time makes future projection <br />and the calculation of assessment easier. Again because <br />these assessments would not be large they would be <br />difficult to challenge on a benefit basis. If challenged <br />the Council would have flexibility between 50°% and 20%. <br />Assuming the relative difference remains stable over time, <br />this system has two very strong supportive arguments. <br />First, if concrete curbs had been installed initially, <br />they would have been 100°% assessed. The 50% replacement <br />assessment then means that the property owners have in <br />fact paid 100°% of the cost of concrete curbs when the cost <br />of the original bituminous curbs are included. Secondly, <br />the property owner would pay twice the assessment than if <br />concrete curbs were being replaced, again reflecting the <br />relative difference in cost of the two types of curbing. <br />2.
