Johnson, Executive Director - Housing & Redevelopment <br />Authority <br />RE: Code Review <br />The HRA has begun to develop its work program for creating <br />detailed plans for Phase Areas I and II. Part of those plans will <br />cover the implementation measures needed to bring into being the <br />development that the plans project. The HRA will, of necessity, have <br />to look at the standards which presently govern and which should <br />govern these developments and the HRA has also testimony to the <br />effect that City Code standards are inhibiting development. In <br />response to those concerns, the HRA has asked its Redevelopment <br />Task Force to investigate the relevant City Codes and the reasons <br />t why business firms do, or do not, locate in New Brighton to see if <br />there are things which should be done to facilitate the attraction <br />of new businesses to our redevelopment areas. <br />The City Council has recently instructed the Planning Commission <br />to investigate Zoning Code standards governing industrial property. <br />Because of this action, the HRA is concerned that it may be duplicating <br />the work the Planning Commission will be doing. The HRA is also <br />concerned with standards governing commercial and residential property <br />in its area of operation and the Planning Commission has stated a need <br />to look at these same standards on a City-wide basis, thus raising <br />the possibility of further duplication. <br />For these reasons, the HRA would like to have the opportunity <br />to appear at the Council meeting of March 22 to discuss the Council's <br />feelings about the HRA activities in this area, whether there is a <br />need to avoid duplication of effort, whether a joint research group <br />or some division of responsibilities could avoid that duplication, <br />and what the timing of such a research effort would be.
