Rebelein <br />RE: Problems and Plans Relating to City Codes <br />At the January 4, 1977 New Brighton HRA meeting, I was <br />given the assignment of generating a plan for investigating City <br />Codes as they relate to present and future developments of interest <br />to the HRA for the purpose of recommending changes to the Codes <br />that might facilitate such development. My analysis and suggestions <br />follow: - <br />Problems <br />1. Some areas of our City Codes may prove to be overly restrictive <br />as compared to other communities when we attempt to carry out <br />' the HRA Redevelopment Plan. We don't know which ones or how <br />restrictive they might be. <br />2. New Brighton has ostensibly developed a negative reputation <br />in the development community. If this is true, it may be due <br />to 1. above or to our toughness in sticking to our Codes, or to <br />poor personal and public relationships, or a combination of the <br />above. <br />Possible Solutions: <br />1. Modification of existing Codes on a City-wide basis. <br />2. Establishment of a different set of codes within the Redevelopment <br />District. <br />3. Establishment of the often talked about PUD ordinance. <br />4. Publicize our concern, intent and objective plus all positive <br />steps taken in direction of encouraging development in.the City. <br />Plan -Tasks <br />Task 1. Compare existing Codes with those of other communities: <br />a. Neighbors <br />b. Communities where business isstrong <br />c. Other communities with a HRA. <br />Task 2. Generate data on those codes that have proven to be <br />troublesome for applicants. <br />
