City of New Brighton <br />Parks & Recreation Department <br />Family Service Center (FSC) <br />Family Service Center Policies <br />Purpose <br />These guidelines are meant to serve as direction for New Brighton Parks and Recreation Family Service Center <br />patrons. They are intended to regulate fair procedures, inform members of proper conduct and outline membership <br />types, guidelines, and benefits. The Family Service Center (FSC) is designed to enhance a strong sense of <br />community and to provide quality leisure and wellness opportunities. The health, safety and well being of every <br />patron utilizing the FSC is our primary objective. In order to provide this objective, patrons must respect the <br />staff/users by following the information provided below: <br />Zero Tolerance Policy <br />The Family Service Center staff shall enforce a zero tolerance policy with regards to negative participant conduct <br />while on site, including but not limited to: smoking in restricted areas, and using, possessing or selling <br />*alcohol/drug/or other illegal/age prohibitive substances, building equipment vandalism, theft, verbal and/or non- <br />verbal harassment, profanity, rowdy or disruptive behavior, fighting, mischief, attire or gestures recognized as a <br />gang representation will not be allowed. Individuals that are caught or suspected of the above actions will be <br />required to leave the building and grounds. The FSC staff shall be the sole judge of what constitutes the negative <br />conduct or behavior covered by this policy. If necessary, FSC staff will involve New Brighton police to enforce the <br />zero tolerance policy and charges may/will be filed. Participants who exhibit negative conduct or behavior will be <br />either temporarily or permanently expelled from the facility with no membership or pass refund. <br />*Alcohol may be served by the specified licensed liquor provider during a permitted rental event at the Family <br />Service Center. <br />Suspension/Trespass Policy <br />. Management reserves the right to suspend or issue a trespass order to an individual(s) in violation of the Family <br />Service Center policies. <br />Inappropriate Language & Behavior <br />All facility users are expected to verbally respect staff and other facility users. No profanity, threats, insults, or other <br />inappropriate language will be tolerated. If staff deems necessary, the police will be called and repeated offenses <br />will result in suspension from the facility. Guest may/will be asked to leave the facility without refund as a result of <br />inappropriate language or behavior. <br />Fighting <br />fighting will not be tolerated within the facility or on the building grounds. Individuals caught fighting will be <br />immediately suspended from the facility with the possibility of police charges being filed. Fighting is considered two <br />or more individuals involved in pushing, shoving, kicking, slapping, punching, or intimidation. Guests will be asked <br />to leave the facility as a result of fighting. Suspension may also result upon further investigation by a facility <br />supervisor. <br />Loitering <br />Individuals are allowed to access the main lobby or upper atrium without paying a user fee. However, all <br />individuals must have a purpose when on facility grounds. Individuals without a purpose will be asked to purchase <br />a wristband, participate or leave. Youth ages 10 and under, must be accompanied by a supervising adult at all <br />times. Parents and/or guardians will be contacted and asked to pick up any children left unattended. <br />Vandalism <br />Destruction of City property will result in immediate suspension from the building and the police will be notified. <br />Individuals may also be required to replace or repair the damaged property. <br />0
