Timeline of PGRS and City water supply capacity issues <br />• <br />• <br />• <br />October 2000 Alliant Techsystems Inc. submits "Plume History Evaluation, OU3, TCAAP" (Conestoga <br /> Rover and Associates to EPA requesting to shutdown the PGRS. <br />June 1999 Well 13 detects contamination for the last time. <br />December 2000 EPA approves shutting down the PGRS after just a little over six ears of operation. <br />August 2001 City of New Brighton suspends operations the PGRS. PGRS runs only for quarterly <br /> sampling. <br />Summer of 2003 The summer water demand exceeds the water supply capacity from NBCGRS and all the Mt. <br /> Simon/Hinckley deep wells. City of New Brighton runs PGRS to meet water demand and <br /> prevents issues watering bans. US Army agrees with City of New Brighton to enhance <br /> ca aci of NBCGRS. <br />2004 -2006 Capacity enhancement modifications to NBCGRS replace almost all of PGRS the pumping <br /> capacity. Capacity enhancement modifications to NBCGRS include adding pump stages to <br /> Wells 15, 3, 5, 6 and 14 and upgrades of the meters and valves at Water Treatment Plant # 1. <br />2004 Minnesota Department of Health notifies the City of New Brighton of Radium contamination <br /> in Mt. Simon/Hinckley deep wells. This contamination is naturally occurring and is not <br /> associated with TCAAP activities. Radium is found in all the Mt. Simon/Hinckley deep <br /> wells in the State of Minnesota. The City of New Brighton use Mt. Simon/Hinckley deep <br /> wells only during peak summer time demands periods when it is mix with clean water from <br /> NBCGRS. <br />August 2006 EPA finalizes amendment of the OU3 ROD. The Amendment eliminates the PGRS as a <br /> component of the OU3 remedy. <br />January 23, 2007 City Council approves resolution authorizing staff to enter into an agreement with 3M to sell <br /> Granular Activated Carbon Equipment from the PGRS. The offer from 3M included a <br /> $50,000 payment, the removal of six ten-foot diameter Granular Activated Carbon vessels, <br /> removal of all associated piping and removal of electrical appurtenances. <br />February 2007 3M removes Granular Activated Carbon vessels, removal of all associated piping and <br /> removal of electrical appurtenances. <br />April 2007 Parts of iron and manganese removal system from the PGRS are salvage and placed in Well <br /> 10 as art of filter rehab for deep well Radium Removal Project 07-9. <br />August 22, 2007 US Army agrees to pay for all cost associated with Radium contamination in Mt. <br /> Simon/Hinckley deep wells. <br />Present Iron and manganese vessels are still located on PGRS site. <br />I:\COUNCIL\REPORTS\2007\Enginearing\Close PGRS fund 207.doe
