All parties present were heard and the Commission recommended <br />approval. <br />September 11, 2007: The Council removed this item from the agenda due to staff concerns regarding <br />unresolved issues concerning the percentage of accessory uses allowed in the NWQ District. <br />• August 28, 2007: The Council removed this item from the agenda due to concerns involving the <br />Redevelopment Contract. <br />August 21, 2007: The Planning Commission considered the Site Plan, Planned Unit Development, and <br />Preliminary & Final Plat as originally submitted by Ryan Companies. A public hearing was held were <br />all parties present were heard. The Commission voted to approve subject to conditions. <br />Financial Impact: Not Applicable <br />Explanation: 'rhe attached materials relate to the application as originally submitted, which includes <br />the Site Plan, Planned Unit Development and Preliminary & Final Plat applications. A memo and <br />submitted materials are attached, which were provided to the Council for the September 11 "meeting. <br />In short, staff recommended approval of the Site Plan, Planned Unit Development, and Preliminary & <br />Final Plat applications subject to conditions, most of which dealt with the 2°`? phase. Due to unresolved <br />issues the Council did not act at the September I V meeting. <br />To recap, the applicant is proposing to construct a 118,000 s.£, 2 story office building with associated. <br />surface parking. The applicant is Ryan Companies who is working on behalf of Transoma Medical, who <br />designs/manufactures biomedical implantable devices. The Site Plan, in general, meets all NWQ zoning <br />district requirements as does the Preliminary and Final Plat applications (which are noted in the attached <br />Planning Report dated 8/16/07). The unresolved issues that have been discussed over the last month <br />relate to the Planned Unit Development application. <br />• A Planned Unit Development was originally processed in order to provide conceptual approval of a 2"' <br />phase. Several conditions in the attached Resolution relate to this. However, over the last month, <br />following Planning Commission approval but prior to Council approval, the applicant indicated a need <br />to increase the amount of accessory uses permitted in the building.
