district limits accessory uses to 25% of the floor area, however the PUD ordinance allows the Council to <br />increase this percentage through the PUD Declaration. This request was not included in the original <br />Planned Unit Development application or Planning Commission public hearing and as such the <br />applicant was directed to go back before the Planning Commission for consideration. This occurred on <br />October 2°d <br />In summary, staff was concerned about the increased percentage of accessory uses mainly due to the <br />manufacturing/assembly component. The development goals for the Northwest Quadrant aim to <br />eliminate the smoke stack type industrial uses and encourage primarily office uses or corporate campus <br />types. Staff met several times with both the applicant and a representative of Transoma and ultimately <br />determined their request would not have any negative impacts on the development goals of the <br />Northwest Quadrant. After understanding the types of non-office uses Transoma engages in, staff <br />agreed to support increasing the amount of accessory uses by 10% to 35% of the total floor area. This <br />means that 35% of the floor area of the building can be used for light assembly, clean room <br />manufacturing, and shipping/receiving areas. Staff feels that at 35% the use remains secondary to the <br />primary uses, which are office-geared. For clarification as to what constitutes a principal use or <br />accessory use, for determining the 65/35 spilt, staff provided the following language in the attached <br />Resolution: <br />Principal Use (office): offices, conference rooms, research & development spaces, <br />laboratories, electronic data centers, testing area, information <br />technology, and training areas. <br />Accessory Use (non-office): light assembly, clean room manufacturing and <br />shipping/receiving/stores. <br />In closing, staff recommends approval of the applications, including the request to increase permitted <br />accessory uses to 35% of the floor area of the building. Staff's recommendation to approve is subject to <br />conditions, which are noted in the Resolution attached to this memo. It should also be noted that the <br />applicant has provided updated floor plans (attached), which illustrate how Transoma plans to use the <br />building. These plans suggest that the applicant is actually closer to 25% accessory uses (as defined <br />above); however the applicant wanted the flexibility to accommodate future growth in requesting the <br />increase to 35%. <br />The following are attached for reference: A) Resolution, B) Updated Floor Plans, C) Sept. 11 Council <br />Mcnio and Exhibits. <br />Costs and Funding: Not Applicable <br />0'?'
