Building Type <br />Section 6-720 and Figure 3 of the NWQ District identifies the proposed office building as a B2 <br />building type. Per Section 6-720 (5) at least 20% of the site area must be occupied by buildings <br />of at least 2 stories in height. The applicant has proposed 120,000 s.f, of floor area distributed <br />over 2 stories. This equates to 43% of the total lot area (110,000 s.f. of floor area / 257,875 s.f. <br />of lot area), conforming to the minimum established by the NWQ District. <br />Parking Requirements <br />Section 6-740 of the NWQ district requires that parking be calculated based on a ratio of 4 stalls <br />per every 1,000 s.f of net floor area. The applicant has indicated on the site plan that the net <br />floor are of their building equals 114,000 s.f Based on the ratio of 4 per 1,000 s.f. the following <br />amount of parking stalls is required: <br />114,000 / 1,000 = 114 x 4 = 456 stalls <br />The applicant is proposing initial construction of 453 stalls, which is 3 stalls short of the <br />minimum required. While the site is technically short, the applicant has proposed an expansion <br />of the parking area at the south following City acquisition of the Butchers Spur. The applicant is <br />showing 94 stalls in this area, well above the additional 3 required by the NWQ district. <br />It also should be noted that the applicant has illustrated a Phase 2 site layout, which plans for an <br />additional 120,000 s.f. of office space. It is anticipated that at full build out, including the 2nd <br />building and parking expansion areas, the site will meet the 4 per 1,000 requirement and actually <br />exceed it by approximately 30 stalls. <br />Lastly, Section 6-740 (5) the NWQ district allows on-street parking towards meeting the <br />minimum established by the code. While parking is not proposed on the east side of Northwest <br />Parkway, in front of the 1St phase, on-street parking is included on the west side of Northwest <br />Parkway accounting for an additional 15 stalls. Because the entire road is being built initially <br />those 15 stalls will be available for use. <br />Therefore, staff finds the site to be adequately parked in accordance with Section 6-740 of the <br />NWQ district. <br />Building Desi n <br />Section 6-750 of the NWQ district requires that commercial building provide the following <br />fagade treatments and details: <br />The street side shall consist of windows, <br />• Prominent entrances, <br />• Well defined based, middle and top, <br />• Primary facade shall take on different materials and textures, <br />• Ornamental features <br />• Horizontal offsets, <br />• Varying roof heights. <br />The applicant has proposed a building consisting of window and nearly all facades, very <br />prominent entrances, separation of base, middle and top through change in materials, ornamental <br />features shall as steel trellises, several horizontal offsets, and a slightly varied roof line.
