The Old Highway 8 Stormwater Management Plan submitted in March 2007 <br />(RCWD Permit 2007-13) provides the foundation for the modeling computations performed for <br />this plan. <br />Pro e <br />The City of New Brighton currently owns the property that Ryan Companies US, Inc. will be <br />purchasing. Right of way for the Northwest Parkway will be platted and dedicated back to the <br />City when the plat is recorded. The regional pond will be on City property. The City is currently <br />negotiating with Minnesota Transit Properties for the purchase of the railroad right of way that <br />borders the south side of the Ryan property. An agreement is in process between the City of New <br />Brighton and Ryan Companies US, Inc. that when the City acquires the rail road land Ryan will <br />purchase the portion of the property directly south of the proposed site. <br />A portion of the regional pond sloping is located within Mn/DOT right of way. The'City is <br />applying for a permit to allow for this work Mn/DOT has been responsive to our request and <br />may expand this pond when p35W is reconstructed. <br />• <br />Northwest Parkway <br />Northwest Parkway wi I I have two 14-foot drive lanes and an 8-foot parallel parking area along the <br />west half of the parkway. A 5-foot sidewalk is included along the east half of the parkway. <br />14th Street NW <br />The existing street was used as a driveway to access the rear of the adjacent business to the north. <br />The proposed 14`h Street NW will be reconstructed and widened approximately 8feet to a 28- <br />foot roadway. Curb and gutter will be added and a pond constructed at the east end of 14`h Street. <br />All work will occur within the existing right of way and no additional easements from adjacent <br />properties will be required. <br />Conditions of Approval <br />1. Prior to issuance of a building permit, all grading and utility plans must be approved by <br />the City Engineer. <br />2. Prior to issuance of a building permit, the necessary permits must be obtained from the <br />Rice Creek Watershed District. <br />3. All public street and utility improvements shall be constructed per the plans provided by <br />the City Engineer. Draft plans have been attached to this memorandum for reference. <br />All plans designed by Ryan must refer and incorporate these plans. <br />4. A drainage and utility easement mustbe added to accommodate the 14h Street pond. <br />5. An access agreement must be granted to allow access to the TCAAP wells located in the <br />NE portion of the plat. 0
