Contamination was found in several locations throughout the Northwest Quadrant and in <br />July the City performed a partial removal of the existing dump materials on the east side and <br />placed a four foot layer of clean cover over the remaining dump material. Along with the dump <br />materials petroleum contamination was found on site. The MPCA, through the VIC program, has <br />been approving site cleanup. Due to the nature of the remaining contamination we feel <br />stor?nwater could be exposed to the contamination if it is infiltrated into the ground. <br />In lieu of infiltration, a sand filter is being proposed and will be integrated into the regional storm <br />water pond. Details have been provided as part of theplan set. <br />Draina e <br />Ryan Companies US, Inc. in conjunction with the City of New Brighton submitted a permit from <br />the Rice Creek Watershed District for the above referenced project. The site is located on the east <br />side of Old Highway 8 south of 14`h Street NW. The site is part of the City of New Brighton's <br />Northwest Quadrant Redevelopment Area (NQRA). The general nature of the construction <br />includes a 120,000 SF office building, a segment of the City's Northwest Parkway, reconstruction <br />of 14`" Street NW, a storm water pond at the end of 14`n Street NW and a regional storm water <br />pond. <br />The existing site generally drainswest to east and discharges into the 1-35W right-of way. The <br />developed site drainage is proposed to be captured by a system of catch basins and pipe then <br />conveyed to a regional storm water treatment pond located on the south side of the railroad tracks. <br />The pond then drains to an existing wetland and out to an existing ditch along 35W. <br />14`h Street NW will drain to a proposed storm water treatment pond at the east side of the road. A <br />skimmer structure will be added to the existing culvert draining to the 35W ditch. The Northwest <br />Parkway will drain to the existing rail road property the overland towards the pond currently <br />under construction by the City along Old Highway 8 (Anoka Coop pond). When the Northwest <br />Parkway is extended south the road will drain to the regional storm water pond.
