Jacobson, Director of Public Safety <br /> <br /> CITY MANAGER'S APPROVAL: <br /> <br /> No comments to supplement this report Comments attacbed <br /> <br /> Recommendation: <br /> <br /> Conduct presentation of Lifesaving Awards to Public Safety Personnel <br /> <br /> Legislative History: <br /> <br /> Public Safety has awarded life saving awards to staff on seventeen separate incidents to 60 <br /> public safety members since 1985. 27 members have received life saving awards since <br /> September 11, 2002 (Mr. Gene Johnson save) in six separate incidents. <br /> Financial Impact: <br /> <br /> • Priceless. <br /> <br /> Explanation: <br /> <br /> On August 8, 2007, at about 8:39 a.m. Ms. Susan Berger began to have difficulty breathing. The <br /> family utilized the 911 system to call for assistance. Police officers, emergency medical <br /> personnel from Allina, and, Firefighters responded to Ms. Berger's home to assist. Officer <br /> McNeely arrived on scene first and found Ms. Berger struggling to breath and unable to answer <br /> any questions. Officer McNeely placed Ms. Berger on the floor to better evaluate her condition <br /> and found that she no longer had a pulse nor was she breathing. Other public safety members <br /> arrived to include Sgt. Mary Bitzan-Hieb, Deputy Director Dan Olson, and Officer Paetznick as <br /> well as Allina Paramedic Wendy Forester and EMT Alicia Griep. Cardio pulmonary <br /> resuscitation (CPR) was started and an automatic external defibrillator was deployed. <br /> Firefighters arrived to assist to include Firefighter Brad Krebsbach and Bill Chopskie. <br /> Lifesaving efforts continued as Ms. Berger was prepared for transport to Unity Hospital. <br /> Firefighters Krebsbach and Chopskie rode with Allina and continued assisting with CPR while <br /> enroute to Unity Hospital. <br /> <br /> The chain of life saving efforts continued with emergency personnel at Unity Hospital where Ms. <br /> Berger ultimately survived her sudden cardiac arrest.
