Approved <br />CNNING COMMISSION PROCEEDINGS <br />Y OF NEW BRIGHTON <br />Special Meeting - October 2, 2007 at 7:00 p.m. <br />Present; Commissioners Larry Baker, Bruce Howard, Jim O'Brien, Tom O'Keefe, Norm Schiferl. <br />Absent: Karen Mann, Paul Zisla, and Sharon Doffing, Council Member <br />Also Present; Janice Gundlach, City Planner and Grant Fernelius, Community Development Director, <br />Agenda Review: Agenda approved with the addition after the Public Hearing of the appointment of a <br />Commission Member to the Northwest Quadrant Parks Planning Steering Committee. <br />Minutes; Minutes for August 21, 2007 were approved. <br />Council Action: No Council update. <br />Public Hearings: PIJ2007-007 Amendment to a Previously Considered Planned Unit Development to Permit <br />an Expansion of Accessory Uses as Provided in Section 6-700 (5) of the Northwest Quadrant Zoning District <br />The applicant is requesting an amendment to the Planned Unit Development that was considered by the <br />Planning Commission at the August 21, 2007 meeting. The amendment would allow, through execution of the <br />PUD Declaration, an increase in the percentage of allowed accessory uses as provided by Section 6-700 (5) of <br />? he Northwest Quadrant Zoning District. Section 6-700 (5) allows "25% of floor area may consist of clean <br />m assembly, laboratories, and storage provided such use is clearly accessory to, and secondary, to the <br />principal use." The applicant has proposed an increase to 35% as part of the Planned Unit Development <br />application. While the applicant will be in compliance with the 25% limitation initially they are requesting <br />flexibility in anticipation of their future growth. <br />Schiferl inquired if the percentage of employees would be equal in the office and manufacturing areas. Vic <br />Davao, Vice President of Manufacturing for Transoma Medical, replied that twenty to twenty-five percent of <br />their work forces are directly involved in manufacturing the product and warehouse functions. Schiferl inquired <br />if the applicant expands the manufacturing and warehouse area to thirty-five percent would the amount of <br />employees also increase. Davao replied that it is possible that the amount of employees could increase to thirty- <br />five percent in those areas; however some of the space may be taken up with manufacturing equipment. <br />Howard asked if the square footage of accessory spaces increases, would that also mean the amount of truck <br />traffic would increase. Mark Nordland, Ryan Companies, replied that the product is very small and truck traffic <br />should not increase. Davao added that they would have very, if any, semi-truck deliveries; most truck traffic <br />will be UPS trucks and vans. Nordland stated that the warehouse is only two thousand square feet, which is <br />small compared to a typical manufacturing plant. <br />Nordland stated that the building has not changed in design, but as the square footage was added up it became <br />clear that the amount allotted for the accessory usage would be tight. He added that the use is compatible with <br />the goals of the Northwest Quadrant, with a majority of the lab being used by scientists . <br />Motion by O'Brien, second by Schiferl to CLOSE THE PUBLIC HEARING. <br />OAyes,ONays, MOTION APPROVED. <br />Page ! of 2
