Railroad Wye and Team Track <br />OFernelius reported that staff has reached an agreement with MT Properties and staff is still working on an <br />agreement with MN Commercial Rail. MN Commercial would like to have an estimate for the projected <br />cost up front and staff is hoping to have those numbers and a deal signed by next week. Nelson asked <br />whether construction would begin in the spring. Fernelius replied that is correct; construction would <br />begin in the spring and be completed by July. <br />Business Report <br />Chamber of Commerce <br />Nustad reported that the Chamber has become a community partner with the 1-35W Corridor Coalition. <br />'t'here was a great meeting last week regarding the 1-35W bridge and he has several handouts from the <br />meeting if anyone would like to view them. The Chamber has also created a webpage, <br />northamenities.com, to help access all of the new Medtronic employees that will start moving into the <br />Mounds View building at the end of the month. The web page will connect directly with their Intranet, <br />which will give local businesses a great way to access the employees and help the employees come <br />familiar with the area. Nelson asked whether the Chamber knows what will happen with rest of the golf <br />course. Nustad replied that rest of the space will be used as a possible expansion site and will remain as it <br />is for now. <br />Miscellaneous <br />Flahave asked for a copy of the newest copy of the sources-and-uses for all of the TIF districts throughout <br />* the City. Fernelius replied that the annual report has a section that summarizes all of the TIF districts in <br />the City. Lotter added that the annual audit is done in May and presented to Council in June. Black <br />offered to provide a copy of last year's numbers from the June report. Black cautioned anyone looking at <br />tax increment districts that the laws have changed several times through the years, so when looking at <br />cash balances, you have to know the laws when the district was created in order to determine how the <br />balances may be used. <br />Kaufhold asked what parks and pathways have been planned for the Northwest Quadrant. Black replied <br />that the Parks and Recreation Department is creating a strategic plan to address parks and paths <br />throughout the development. He added that three to four years ago Council approved a park dedication <br />fee that continues to provide funding into for park development fund. Kauthold asked if there would be a <br />pathway within the development. Fernelius replied that Council has approved Bonestroo to design the <br />parks with in the development and a ten-foot path has been proposed throughout the development. Black <br />added that staff would highlight this topic more next month. <br />Adjournment <br />The meeting was adjourned at 8:35 a.m. <br />• <br />Page 4 of 4
