September 25, 2007- Page 2 <br />development of a 118,000 s.f. two story building consisting primarily of <br />office. Report No. 07-251. <br />The City Planner Janice Gundlach gave an overview of the proposed project. The <br />property is zoned Northwest Quadrant zoning district. Ryan Companies is working <br />on behalf of Transoma Medical. A 118,000 square foot 2 story building with 453 <br />surface parking stalls is proposed. All zoning district requirements are met with the <br />exception of the following two. <br />• Shortage of three parking stalls; however street parking is available. <br />• Loading dock screening would need to be incorporated. <br />The applicant is seeking final PUD approval for the first phase, along with conceptual <br />PUD approval for the second phase. Also an expansion with the accessory use <br />percentage is requested. Staff recommends approval of the 35°1o accessory use based <br />on the characteristic of Transoma's non-office uses. Additionally staff recommends <br />conditional approval of the second phase. Included in the second phase is expanded <br />parking, along with a three story building with the same square footage across the <br />street, with a proposed skyway. <br />The Planning Commission held two Public Hearings on August 21 and October 2, <br />where approval was recommended. <br />Councilmember Bauman requested the reason for the request of increase in non office <br />use space. Mark Nordland representing Ryan Companies stated that while presently <br />Transoma would be in compliance with the 25% limit, for future growth the increase <br />was requested. <br />Motion by Councilmember Hoffman seconded by Councilmember Bauman to <br />adopt the attached Resolution approving the requests subject to conditions. <br />5 Ayes - 0 Nays, Motion Carried. <br />2. Consideration of Contract for Private Redevelopment with Ryan <br />Companies, U.S. for Transoma Medical Project. Report No. 07-252. <br />Director of Community Development, Grant Fernelius explained Transoma Medical <br />is a medical device company currently based in Shoreview, Minnesota. <br />The company is growing and requires additional space. Currently 200 people are <br />employed with Transoma with an average annual salary of $75,000. Estimated <br />development value was stated as $13.5 million. Ryan Companies would like to get <br />started as soon as possible, with a completion date being December 2008. The site <br />has been cleaned up; additional cleanup would be required, at an estimated cost of <br />$245,000, with a maximum being $1.5 million. $300,000 would be escrowed for <br />public improvements. A storm water pond would be incorporated; both parties have <br />agreed to certain maintenance responsibilities for that pond. The option of the <br />second phase is critical. An explanation of the option was reviewed. A tax payment <br />of $33,000 would be paid by Ryan Companies for 2008. <br />2.
