September 25, 2007- Page 3 <br />Councilmember Burg requested clarification on the remediation costs up to 1.5 <br />million, and what the impact would be on the Butcher spur. Mr. Fernelius responded <br />first to the remediation costs; stating there is known contamination on the site that <br />requires attention, the rationale being that if development is going to happen on that <br />site, a certain level of investment would be required, and the likelihood of the costs <br />exceeding $1.5 million is not likely <br />Councilmember Doffing requested detail associated with the drainage pond. <br />Mr. Fernelius responded that the City would own the drainage pond, most of the <br />water would come from phase 1 and/or phase 2 of the Ryan Companies projects <br />(approximately 80%) with the rest coming from public property. Ryan Companies <br />has agreed to cover 80% of the cost of the pond. The MPCA will make the <br />determination of the pond lining being required, if additional costs are accrued, Ryan <br />Companies has agreed to submit an additional $25,000 towards that cost. <br />Councilmember Bauman expressed her discontent with the $1.5 million, and <br />questioned if the City has an estimation of clean up costs. Mr. Fernelius explained <br />that our consultants at Barr Engineering reviewed the cost estimate submitted by <br />Ryan Companies, and found it to be reasonable. Councilmember Bauman requested <br />details on the estimated amount of $244,000.
