Lewcock, City Manager COA1303b <br />City of New Brighton <br />$03 5th Avenue N.W. <br />New Brighton, Minnesota 55112 <br />Dear Mr. Lewcock: <br />Regarding our recommendations to the Five Year Capital <br />Improvement Plan, we are pleased by your response and that <br />of the City Council, as described in your October 61 1976 <br />letter. We are particularly gratified with the prompt desig- <br />nation of handicapped parking spaces and the construction of <br />ramps at the municipal building. <br />Regarding your November 9, 1976 letter, we recommend that <br />the New Bright City Council adopt a handicapped parking <br />ordinance as soon as it can be accomplished. Copies of <br />handicapped parking ordinances from Bloomington and Roseville <br />are enclosed. Although the two ordinances differ little in <br />the pertinent sections, we prefer the comprehensiveness of <br />the Bloomington ordinance. <br />We contacted the police departments of the two cities and <br />talked to the Chief of Police in Roseville and the Watch <br />Commander at Bloomington. Both reported that enforcement <br />had gone smoothly; Bloomington indicated that there had been <br />"quite a few" violations, while Roseville had had only two. <br />Most problems concerned the identifying certificate; Rose- <br />ville reported the need to make a number of referrals for <br />the stickers, and Bloomington cited the lack of specification <br />in the state law on where the stickers are to be placed. <br />Included in the Bloomington ordinance is a section ($.$$.03) <br />which spells out which parking lots are to have designated <br />spaces. Since it cites the "Uniform Building Code", only new <br />construction would be required to create spaces for the handi- <br />capped. Provision is made, however, for voluntary designation <br />of spaces to already existing lots. We believe that that is a <br />reasonable approach and would endorse it for New Brighton. <br />With help of the Public Works Department, we estimate the cost <br />of each handicapped parking stall to be $40.00, including sign, <br />mounting post, labor, and road surface marking. <br />Thanks for your support and cooperation.
