or
February 2, 1977
TO: Thomas F. Lewcock, City Manager
FROM: James J. Kleinschmidt, Director of Public Works
RE: Letter from Donna Borden Wold regarding suggested "No Parking"
sign on the north side of County Road E2 east of 2nd Ave. NW
From January 26 thru February 2, 1977 I visited the above
area twice a day at different times between 9:00 A.M. and
4:00 P.M. During this period, I have never observed a vehicle
parked on the north side of County Road E2 east of 2nd Ave. NW.
It may be true that truckers stop to use the facilities in the
Shell Station but these stops are probably infrequent and of
short duration. A truck parking in this location would obstruct
the view of a person entering E2 from 2nd Ave. NW. A ten foot
shoulder exists in this area so a truck could park on the shoulder
without blocking the driving lanes on E2.
From my observations in the past week and since the Police
Chief has stated that he does not remember seeing vehicles parked
here, I do not think signs are warranted at this time. County
Road E2 is a County Road and any signs placed on this road would
have to be authorized by the Ramsey County Board of Commissioners.
The County policy does not prohibit parking on County Roads.
JJK : b j,,
James J Kleinschmidt
Director of Public Works
