February 4, 1977 <br />TO: The Honorable Mayor and Members of the Council <br />FROM: Thomas F. Lewcock, City Manager <br />SUBJECT: Inspection Repair, Well No. 8 <br />The attached memorandum from the Director of Public Works adequately <br />explains the purpose of the inspection and repair operation and noted <br />the budget amount provided for this work. This is an unusal operation <br />in that the only firm figure that we can know at this time is that of <br />pulling of the pump and motor and the inspection of the well. The <br />company employed to do this work, after inspection, will then have to do <br />the required repair if any. There is no way at this time that we can <br />estimate what this amount would be. Each company was asked to quote <br />'not `only as to the basic pulling and inspection costs but also as to <br />what their costs for labor and materials would be for any repair. <br />These quotes were virtually identical and, therefore,there is no way <br />we can ascertain which company would do the repair, if any, at the <br />lowest cost. We would, therefore, suggest that the Council in <br />authorizing this work authorize the issuance of a purchase order not to <br />exceed $5,000 which will include the pulling and inspection costs <br />as well as any required repair. We would recommend that this purchase <br />order be issued to Keys Well Drilling and specifically state that <br />the pulling and inspection work shall be $1,080. By utilizing this <br />procedure, we believe the City has met its statutory requirements for <br />purchase between $1,000 and $5,000 and the work can proceed in an <br />orderly fashion. <br />Thomas F.
