February 4, 1977 TO: The Honorable Mayor and Members of the Council FROM: Thomas F. Lewcock, City Manager SUBJECT: Inspection Repair, Well No. 8 The attached memorandum from the Director of Public Works adequately explains the purpose of the inspection and repair operation and noted the budget amount provided for this work. This is an unusal operation in that the only firm figure that we can know at this time is that of pulling of the pump and motor and the inspection of the well. The company employed to do this work, after inspection, will then have to do the required repair if any. There is no way at this time that we can estimate what this amount would be. Each company was asked to quote 'not `only as to the basic pulling and inspection costs but also as to what their costs for labor and materials would be for any repair. These quotes were virtually identical and, therefore,there is no way we can ascertain which company would do the repair, if any, at the lowest cost. We would, therefore, suggest that the Council in authorizing this work authorize the issuance of a purchase order not to exceed $5,000 which will include the pulling and inspection costs as well as any required repair. We would recommend that this purchase order be issued to Keys Well Drilling and specifically state that the pulling and inspection work shall be $1,080. By utilizing this procedure, we believe the City has met its statutory requirements for purchase between $1,000 and $5,000 and the work can proceed in an orderly fashion. Thomas F.
