Johnson, Director of Community Development <br />RE: Handicapped Parking <br />At its January 25 meeting, the Council directed that we <br />prepare an ordinance establishing and enforcing handicapped <br />parking regulations as to new construction. An ordinance <br />accomplishing this is attached. <br />The proposed ordinance is virtually identical to that enacted <br />by the City of Bloomington. It should be noted that the ordinance <br />applies to all spaces designated for the handicapped, whether <br />required by State law or not. This goes beyond the Council direction <br />but is an advantage because it would allow us to also enforce <br />the ordinance in areas where a property owner has decided to <br />voluntarily designate spaces for the handicapped. <br />We are in the process of surveying properties in the City to <br />determine where designated spaces are required and also to <br />determine where spaces are not required but where they would be <br />of benefit because the buildings involved would be accessible to <br />the handicapped. We propose to then ask these property owners if <br />they would voluntarily designate parking spaces for the handicapped. <br />A second ordinance amending the Building Code is also being <br />proposed to the Council. Under our present ordinance, the City <br />has not officially adopted the part of the Building Code, Chapter 55, <br />which was added in 1975 and which relates to facilities for <br />the handicapped. This change will adopt that addition plus other <br />mandatory changes to the State Code and will relieve us of the <br />necessity to amend our Code when future mandatory changes are made <br />to the Minnesota Building Code. <br />')2 a ZL'�� <br />arry P.
