1 <br />Council Proceedings <br />City of New Brighton <br />Feb. 22, 1977 <br />Council Business <br />Mayor Bromander directed, with the consent of the Council, that <br />reports from Environmental Quality Commission dated Jan. 17 <br />and administration dated Jan. 12, 1977 regarding the large animal <br />ordinance be received and placed in the minutes. <br />Motion by Senden, seconded by Fisher to direct administration <br />to prepare amendment to the Large Animal Ordinance providing <br />for a $50 fee for the first animal licensed and a $5 fee <br />thereafter and requiring a health certificate no more than <br />6 months old <br />4 ayes - 1 naye (Werdouschegg) - carried <br />Motion by Werdouschegg, seconded by Hardt to refer the proposed <br />amendment to the Environmental Quality Commission for study <br />and report. <br />5 ayes - 0 nayes—carried <br />Mayor Bromander directed, with the consent of the Council, that <br />administrative report re: employee assistance program dated <br />Feb. 10, 1977 be received and placed in the minutes. <br />Motion by Werdouschegg, seconded by Hardt to waive reading of <br />resolution and to adopt resolution entitled RESOLUTION ADOPTING <br />POLICY STATEMENT AS REGARDS AN EMPLOYEE ASSISTANCE PROGRAM <br />5 ayes - 0 nayes- carried <br />2 <br />Large <br />Animal <br />Ordinance <br />RESOLUTION <br />NO. 1850 <br />Mayor Bromander directed, with the consent of the Council, that <br />report from City Attorney re: Skiba/Herbst easements be received <br />and placed in the minutes. The City Attorney reviewed his report <br />recommending that easements be acquired at this time for road <br />purposes. He noted that before the road would be opened it would have <br />to be petitioned for and considered by the Coucnil. <br />Motion by Fisher, seconded by Hardt to waive reading of RESOLUTION <br />resolution and to adopt resolution entitled RESOLUTION MAKING NO. 1852 <br />FINDINGS OFFACT AND APPROVING APPLICATION FOR VN -168. <br />5 ayes - 0 nayes- carried <br />Motion by Hardt, seconded by Fisher to waive reading of <br />resolution and to adopt resolution entitled RESOLUTION APPROVING <br />SUBDIVISION OF CERTAIN PROPERTY WITHIN THE CITY OF NEW BRIGHTON <br />(Generally west of Old Hwy 8 and south of the New Brighton city limits) <br />5 ayes- 0 nayes- carried <br />Mayor Bromander directed, with the consent <br />of the Council, that <br />lst <br />administrative report dated Feb. 17, <br />1977, <br />re: handicapped parking <br />Reading <br />be received and placed in the minutes. <br />Ord - <br />Motion by Werdouschegg, seconded by <br />Hardt <br />to waive reading of an <br />Handi- <br />ordinance and to hold first reading <br />of an <br />ordinance entitled <br />capped. <br />AN ORDINANCE AMENDING THE 1966 CODE <br />OF ORDINANCES BY ADDING THERETO <br />SECTION 780 HANDICAPPED PARKING <br />5 ayes - 0 nayes- carried <br />
