W. <br />New Brighton MN 55112 <br />Dear City Council Members: <br />I am enclosing for your review and comment a copy of a bill <br />that would put a moratorium on the taxing of all home improvements. <br />This bill is coauthored and supported by the Chairman of the <br />Tax Committee, Chairman of the Housing Committee, and <br />Chairman of the Energy Committee. The only stipulation on <br />the bill is that the homesteaded structure must be five years old <br />or older, and the improvement must not increase the square <br />footage of the structure itself. As a state we must stop <br />discouraging the upgrading of residential property, including <br />desperately needed energy saving improvements. <br />The first Senate hearing will be taking place this month, and <br />if you have any comment, I would very much like to include <br />your input into the hearing record. <br />Thank you for your consideration. <br />RMB: kf <br />Enclosures <br />Sincerely, <br />Robert M.
